This event is dispatched to an extension if it has been invoked with startup parameters. An extension can invoke another extension by calling CSXSInterface.requestOpenExtension(extensionId, startupParams).

On the first invocation, the invoked extension can retrieve the startup parameters through Application.application.parameters.
If the invoked extension is already running, this event notifies it of the new invocation an passes the new startup parameters.
